The SoPs for e-auction, issuance, display, transfer and allied matters of personalised vanity number plate have been finalised and open for the public.
Excise and Taxation Secretary Masood Mukhtar and Director General Faisal Fareed have made invaluable contributions to it making it worth for the public.
According the SoPs, the owner of a validly registered motor vehicle, under Chapter-III of the Provincial Motor Vehicle Ordinance, 1965, can apply to obtain Personalized Vanity Plates (PVPs).

2. PVPs can not be applied against any vehicle which is, at the time of application,:
i. Suspended/cancelled by the authority;
ii. Token tax defaulter;
3. PVPs issued may contain letter/s or number/s or a combination of both.
4. The number of characters, including space/s, appearing on a plate issued under this scheme shall not exceed 8.
5. PVPs must contain at least one character from digits 0-9 or letters A-Z;
6. PVPs must contain only capital letters;
7. PVPs must not contain dots, dashes, or symbols, for example: $ – / >) \.
8. PVPs must not contain consecutive spaces.
9. PVPs must carry designated fonts and styles.
10. PVPs must carry alpha, numeric or combination horizontally in one line.

11. The scrutiny committee appointed for the purpose may refuse to issue or may recall a vanity registration plate. whether read forward, backward, by mirror image or by phonetic spelling, issued under this scheme that:
a) falsely suggests an association with a public institution or a government or government agency/department/authority;
b) is duplicative; not only with alpha-numeric of already registered vehicles but also with already issued and applied PVPs;
c) consists of language that encourages violence or may result in an act of violence or other unlawful activity because of the content of the language requested by the applicant;
d) is profane or obscene;
e) makes a derogatory reference to age, race, ethnicity, sex, sexual orientation, gender identity, ancestry or national origin, religion or physical or mental disability;
f) connotes genitalia or relates to sexual acts; or
g) forms a slang term, abbreviation, phonetic spelling or mirror image of a word or term referred above.
12. The scrutiny committee may require an applicant for meaning/explanation/connotations of desired PVP in writing or through mail. In case of no-response or unsatisfactory response from the applicant, the committee may refuse to issue such PVP.
13. An applicant may prefer an application before the Director General, Excise & Taxation, Punjab against decision to refuse to issue or decision to recall a vanity registration plate. An applicant must file the appeal within 14 days from the date of initial decision.
14. Personalized Vanity Plates (PVPs) shall only be allotted through web and mobile application based e-Auction process in order to maximize public facilitation, ensure transparency of the process and enhance the government revenue.
15. The applicant is required to get himself register on official e-Auction app. He needs to provide his Name, CNIC, mobile number, email etc. for registration.
16. Upon successful registration on e-Auction, the applicant can login using his username and password.
17. Owners having sole ownership of a vehicle can apply for PVPs in following categories:
a) PLATINUM
b) GOLD
18. Individual shall provide vehicle registration mark and registration date to fetch the vehicle particulars and ownership details.
19. Upon successful confirmation of the vehicle and ownership details, the applicant shall be required to mark electronically that he understands and agrees to the terms and conditions of the PVPs.
20. The possible alpha, numeric or combination for PLATINUM category could be:
· If ‘A’ is equal to any alphabet from ‘A’ to ‘Z’;
· If ‘9’ is equal to any digit from ‘0’ to ‘9’;

21. Reserve price for PLATINUM PVPs containing only alphabets or only numeric will be of 05 (FIVE) million. e.g. SARAH, BILAL, 7, A, 192
22. Reserve price for PLATINUM PVPs containing alphabets with attractive numeric/s (given in Schedule) will be of 04 (FOUR) million e.g. RANA 001, S 786, QHS 222
23. Reserve price for PLATINUM PVPs containing alphabets with numeric/s other than attractive numbers (given in Schedule) will be of 03 (THREE) million e.g. ASLAM130, BILAL152
24. Possible combinations for GOLD category shall be limited to three alpha followed by space and three numerics.
25. Reserve price for GOLD PVPs containing attractive numerics (given in Schedule) will be of 0.7 (SEVEN HUNDRED THOUSAND) million e.g. AAA 786, AAA 100
26. Reserve price for GOLD PVPs containing numerics other than attractive numbers (given in Schedule) will be of 0.5 (FIVE HUNDRED THOUSAND) million e.g. AAA 157, AAA 982
27. Applicants, applying for PLATINUM & GOLD categories, shall be required to deposit a participation fee of PKR. 5000/- and PKR. 10000/- for registration in Gold and Platinum categories respectively. The participation fee shall be payable against each application and non-refundable.
28. Scrutiny Committee shall decide the approval or rejection of applied PVP within 48 hours of application.
29. The registration window for registration as bidders will remain open for registration and payment of reserve price through e-pay 24*7. This facility shall be available on holidays also.
30. The online auction proceedings shall start after approval of scrutiny committee and payment of reserve price.
31. The e-Auction proceedings against each approved PVP shall continue uninterrupted for 15 (FIFTEEN) calendar days.
32. Any other applicant desiring and registering for same PVP, can participate in auction proceedings after payment of participation fee.
33. While bidding, the bidder can change the amount of bid by multiples of Rs.1000/-
34. The result of successful bidders of attractive registration marks will be announced on 15th day after start of auction proceedings at 9.00 p.m. (PST).
35. However, an allowance of extra 02 minutes shall automatically be provided against a PVP for which the highest bid has been offered during the last 15 minutes of the bid closing time.
36. The grant of allowance of extra 02 minutes shall continue as such till the last highest bidding offer is not challenged during the extra 02 minutes. The bid result of such contested PVP shall thus be announced after finalization of the process.
37. If successful bidder fails to deposit the remaining amount within 72 hours of result announcement:
i. Bid quoted shall be cancelled;
ii. Reserve amount deposited shall be forfeited; and
iii. Shall lose all rights of obtaining PVP.
38. In this case, the second highest bidder, if any, shall be declared the successful bidder and awarded the PVP.
39. Organizations/Firms/Companies/AOPs can apply and obtain PVPs for their registered vehicles in CORPORATE category through e-Auction platform.
40. Applicants for CORPORATE category, after registration and approval by scrutiny committee, shall be required to pay PKR. 10(TEN) million for registration in this category.
41. Applicants shall provide vehicle registration mark, registration date and NTN to fetch the vehicle particulars and ownership details.
42. Upon successful confirmation of the vehicle and ownership details, the applicant shall be required to mark electronically that he understands and agrees to the terms and conditions of the PVPs.
43. Applicant shall submit desired PVP for designated vehicle through e-Auction portal.
44. Upon approval from scrutiny committee, applicant shall be required to deposit reserve price through e-Pay in following manner:
a) 01 (ONE) million for each PVP containing only alpha or numeric;
b) 0.6 (SIX HUNDRED THOUSAND) million for each PVP containing alpha with attractive numbers (given in Schedule);
c) 0.5 (FIVE HUNDRED THOUSAND) million for each PVP containing alpha with numbers other than attractive numbers (given in Schedule);
45. Applicants can apply only for their registered brands/logos/slogans enjoying copyrights or intellectual property;
46. Any PVP obtained through misrepresentation in CORPORATE category shall be revoked and recalled.
47. No interest shall be paid by the department on the reserve price deposited by the bidder.
48. The decision of the Director General, Excise & Taxation, Punjab in all aspects and matters of PVP shall be final.
Schedule of Attractive Numbers
Following numbers, selected independently or with alpha combination, shall be attractive registration numbers for the purpose of PVPs.
